Heather Gaines focuses her practice on business affairs, working extensively with the University’s Business Affairs office, including Planning, Design & Construction, Real Estate Administration and Procurement and Contracting Services, with the University’s research parks (Tech Parks Arizona) in connection with land use planning and leasing efforts, and with the Office of Global Initiatives. Ms. Gaines also provides legal advice to other departments throughout the University in connection with real estate, procurement, construction, contracts and a variety of other transactional matters.
Before joining the University, Ms. Gaines was a shareholder in a Tucson law firm, where for 13 years she represented public and private real estate developers and owners, lenders, and other business owners in real estate, financing and corporate transactions. Ms. Gaines also represented K-12 school districts throughout Arizona in a variety of matters, focusing on real estate and desegregation.
Ms. Gaines received her B.A., magna cum laude, in 1994 and her J.D., cum laude, in 1997 from the University of Arizona. She is licensed to practice law in state and federal courts in Arizona and in the Ninth Circuit Court of Appeals. Ms. Gaines is a member of the State Bar of Arizona, the State Bar of Arizona Real Property Section and the National Association of College and University Attorneys.
