Heather K. Gaines

Associate General Counsel

Heather Gaines joined the University of Arizona Office of the General Counsel in September 2013.  Prior to joining the University, Ms. Gaines was a shareholder in a Tucson law firm, where for 13 years she represented public and private real estate developers and owners, lenders and other business owners in real estate and business transactions.  Ms. Gaines also represented K-12 school districts in real estate and desegregation matters.

As an Associate General Counsel, Ms. Gaines focuses on business affairs and provides legal advice to departments throughout the University in connection with real estate, procurement, construction, contracts and a variety of other transactional matters.

Ms. Gaines received her B.A. degree (1994), and her J.D. degree (1997), from The University of Arizona.  She is licensed to practice law in Arizona, and in the Federal District Court and the Ninth Circuit appellate court.  Ms. Gaines is a member of the State Bar of Arizona, the State Bar of Arizona Real Property Section, the National Association of College and University Attorneys, the National Council of School Attorneys and the Arizona Council of School Attorneys.  Ms. Gaines is also a member of the Pima County Bar Association and Tucson Commercial Real Estate Women (CREW).
